Governor Seay's Letter of Response

The naming of Richmond as home of the Fifth District was not without controversy. The city of Baltimore was particularly upset that it was not selected. After officials protested Richmond’s victory, George Seay, the first governor of the Richmond Fed, responded by writing a letter to the Journal of Commerce and Commercial Bulletin, rebutting Baltimore’s arguments.
