The Map Resource Center is a collection of maps created using public data compiled for the Fifth District. It contains maps for the entire Fifth District, for each state within the district, and for the District of Columbia. The maps display data by zip code and census tract. They show the geographic areas that qualify for tax credits, targeted investment, and other funding as determined by different federal government organizations. Each map is available in PDF format. Updates will occur periodically. The glossary provides brief definitions on the content of the maps as well as links for additional information.

COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS (CDFI) FUND
Community Development Financial Institution (CDFI)
An entity that has been certified by the CDFI Fund as meeting the criteria set forth in section 103 of the Community Development Banking and Financial Institutions Act of 1994 (12 U.S.C. 4702). See CDFI Fund for additional information.
Investment Area
A Target Market made up of a geographic unit or contiguous geographic units that: 1. Is entirely located within the geographic boundaries of the United States and either: 2. Meets at least one of the criteria of economic distress as defined under 12 CFR§1805.201(b)(3)(ii)(D) and has significant unmet needs for loans, equity investments, or financial services, as described under 12 CFR§1805.201(b)(3)(iii)(E); or 3. Encompasses or is located wholly within an Empowerment Zone or Enterprise Community designated under section 1391 of the Internal Revenue Code of 1986.
Economic Development Hot Zones
Economic Development Hot Zones fall into two categories - metropolitan and non-metropolitan.
Metropolitan Economic Development Hot Zones are census tracts with: a) A minimum population of 1,500; b) An unemployment rate at or above 1.5 times the national average; c) A poverty rate at or above 20 percent; and d) A median family income at or below 80 percent of the metropolitan area median income.
Non-metropolitan Economic Development Hot Zones are counties or census tracts with: a) A minimum population of 500; b) An unemployment rate at or above 1.5 times the national average; and either c) A poverty rate at or above 20 percent or d) A median family income at or below 80 percent of the statewide non-metropolitan median family income or the national non-metropolitan median family income (whichever is greater).
Housing Hot Zones
Housing Hot Zones fall into two categories -- metropolitan census tracts and non-metropolitan counties or census tracts.
Metropolitan Housing Hot Zones have a minimum population of 1,500 and either, 1) Demonstrate Low-Income Rental Housing Cost-Burden by: a) Median monthly rental housing cost that exceeds 30 percent of the gross monthly income of a low-income household, b) A poverty rate at or above 20 percent, and c) A median family income that is at or below 80 percent of the metropolitan area median income, OR 2) Demonstrate low-income homeowner cost-burden by: a) Median monthly homeowner cost that exceeds 30 percent of the gross monthly income of a low-income household and b) A median family income that is at or below 80 percent of the metropolitan area median income.
Non-metropolitan Housing Hot Zones have a minimum population of 500 (counties or census tracts) and either, 1) Demonstrate Low-Income Rental Housing Cost-Burden by: a) Median monthly rental housing cost that exceeds 30 percent of the gross monthly income of a low-income household, b) A poverty rate at or above 20 percent, and c) A median family income that is at or below the greater of 80 percent of the statewide non-metropolitan median family income or the national non-metropolitan median family income (counties or census tracts), OR 2) Demonstrate low-income homeowner cost-burden by: a) Median monthly homeowner cost that exceeds 30 percent of the gross monthly income of a low-income household and b) A median family income that is at or below the greater of 80 percent of the statewide non-metropolitan median family income or the national non-metropolitan median family income (counties or census tracts).
Combination Hot Zone
Combination Hot Zones are geographic units that meet both the criteria for Economic Development Hot Zones and Housing Hot Zones.
BANK ENTERPRISE AWARD (BEA) PROGRAM
Bank Enterprise Award (BEA) Program
The goal of the program is to provide financial incentives to regulated banks and thifts to invest in certified CDFIs as well as increase their financial support and services to economically distressed communities. All BEA-eligible activities must take place in Distressed Communities. See CDFI Fund for additional information.
Distressed Communities
Census tracts with at least 30 percent of residents having incomes less than the national poverty level and 1.5 times the national unemployment rate.
NEW MARKETS TAX CREDIT (NMTC) PROGRAM
New Markets Tax Credit (NMTC) Program
The program allows taxpayers to receive credit against Federal income taxes for making qualifying investments in designated Community Development Entities (CDEs). The CDEs take the funds and make investments into projects located in qualified low income communities. See CDFI Fund for additional information.
Low Income
Low Income Community under the NMTC program means any population census tract that meets one of the following criteria (as reported in the most recently completed decennial census published by the U.S. Bureau of the Census): 1. The poverty rate for census tract is at least 20 percent, or 2. In the case of a Low Income Community located: a) outside of a metropolitan area, the median family income (MFI) for such tract does not exceed 80 percent of statewide MFI, or b) within a metropolitan area, the MFI for such tract does not exceed 80 percent of the greater of statewide MFI or metropolitan area MFI, or c) within a possession of the United States, the MFI does not exceed 80 percent of possession wide median family income.
LOW INCOME HOUSING TAX CREDIT (LIHTC)
Low Income Housing Tax Credit (LIHTC)
The LIHTC program grants tax credits to property owners for the acquisition, rehabilitation, or new construction of low-income rental housing projects. State and local housing agencies are in charge of the distribution of credits and the amount of available credits varies by state based on population. See HUD for additional information.
Qualifying Census Tract (QCT)
Any census tract in which at least 50 percent of households have an income less than 60 percent of the AMGI or, where the poverty rate is at least 25 percent. All of the designated census tracts within a given metropolitan area may not together contain more than 20 percent of the total population of the metropolitan area. All nonmetropolitan areas in a state are treated as if they constituted a single nonmetropolitan area. See HUD for additional information.
COMMUNITY REINVESTMENT ACT (CRA)
Middle-Income, Non-Metropolitan Distressed & Underserved Census Tracts
The designation of "Distressed" is based on measures of poverty, unemployment, and population loss while "Underserved" is defined by the level of remoteness and rurality. A census tract can receive both designations. See FFIEC for additional information.
