Letter from Seay Endorsing Richmond

George Seay, the first governor of the Richmond Fed, wrote a five-page letter that accompanied a more detailed report outlining the reasons a Federal Reserve Bank should be located in Richmond. The Federal Reserve Bank of Richmond opened on November 16, 1914.
