We established the Community Investment Council in 2011 to identify emerging issues in communities across the Fifth District, including low- and moderate-income neighborhoods. Our members provide us perspectives from their community that help to inform community investment tools and policy.

Thomas Watson is the owner and executive director of Rural Support Partners, a management consulting firm based in Asheville, North Carolina, that serves the Appalachian region. He works to expand the scale of leadership and networks available to help advance community development. Through the Community Investment Council, Watson works with the Richmond Fed to align grants and investments to push economic development in central Appalachia.
