Samuel L. Ross

Director of the Federal Reserve Bank of Richmond since 2011

Dr. Samuel Ross is chief executive officer of the Bon Secours Baltimore Health System, managing an integrated urban operation with a hospital, community-based primary care, substance abuse treatment centers, behavioral medicine, HIV/AIDS and renal dialysis services, preventive health/education programs, and community housing redevelopment program. Within the Bon Secours Health System, Ross is market leader for Bon Secours Kentucky, overseeing that state’s chief executive, and coordinates CEO forums.

His professional memberships include the National Association of Health Services Executives, from which he received the 2010 Community Service/Healthcare Executive Award for working to improve health care and narrow the gap of disparities in Baltimore. He also is a member of the National Medical Association, the Maryland Hospital Association, the American Diabetes Association, and the Maryland Patient Safety Center.

Before coming to Baltimore, Ross was on staff at Parkland Health & Hospital System in Dallas, where his roles included executive vice president and chief medical officer. Formerly, he was an associate director of the Family Medicine Residency program at St. Paul Medical Center. He also was a clinical professor of family medicine at the University of Texas Southwestern Medical Center and associate dean for clinical affairs at Parkland.

Ross earned a medical degree from the University of Texas Health Science Center Medical School in San Antonio and a master’s degree in medical management from the University of Texas in Dallas.
