Office of Minority & Women Inclusion (OMWI) Reports & Workforce Data

The Federal Reserve Board of Governors and each Federal Reserve Bank established an Office of Minority and Women Inclusion (OMWI) in January 2011, pursuant to Section 342 of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd Frank). OMWI, known at the Richmond Fed as the Office of Diversity, Equity & Inclusion, is responsible for all matters related to diversity in management, employment, and business activities including developing standards for:

  • Equal employment opportunity and racial, ethnic and gender diversity at all levels of the workforce
  • Increased participation of minority-owned and women-owned businesses in programs and contracts

OMWI Reports to Congress

Each Reserve Bank is required to submit an annual report to Congress on its respective efforts to comply with Dodd Frank as it relates to contracting with qualified minority and women-owned businesses; assessing internal diversity and performing outreach to women and minorities; and assessing workforce diversity of contractors.

Our Office of Diversity, Equity & Inclusion provides a comprehensive account of the Richmond Fed’s successes, challenges and next steps to deliver on these areas of focus in our annual OMWI Report to Congress.

Economist and Research Associate Diversity Data

The information below shows the racial/ethnic and gender makeup of employees with a Ph.D. in economics and research associates at the Richmond Fed. We employ economists across a wide range of areas of expertise. Research associates (RAs) are generally hired directly after undergraduate study and work alongside economists. RAs are usually in their positions for a few years and leave the role well-suited to pursue a graduate degree — often in economics.

Supplier Diversity

Our commitment to diversity, equity and inclusion extends to all of our business operations, including our procurement, which plays an important role in creating an ecosystem of diverse suppliers in our communities. We provide access and opportunity to diverse suppliers to participate in procurement and contracting processes throughout our Bank’s supply chain, educate about the importance of supplier diversity, raise awareness around opportunities and expand our reach through our Supplier Diversity Champions program.
