Christy R. Cleare

Community Affairs Officer

Christy R. Cleare serves as the community affairs officer for the Federal Reserve Bank of Richmond. In this role, she manages and provides strategic leadership for the Bank’s Community Development function and Community Investment Council, and serves as the Richmond representative on the Federal Reserve System’s CAO subcommittee.

Cleare joined the Richmond Fed in 2011 to lead the Bank’s Credit Risk Management function. While in that role, she served as chair of the System’s Subcommittee on Credit Risk Management and, along with her team, developed the first strategic plan for the System’s credit risk management business and technology functions. In 2017, Cleare became the chief operating officer for the System’s new Large Institution Supervision Coordinating Committee (LISCC), a supervisory program that focuses on the nation’s largest and most systemically important financial institutions. Cleare was instrumental to the start-up of LISCC’s national operations.

Before joining the Richmond Fed, Cleare’s professional experience included working for the Federal Home Loan Bank of Atlanta and the Federal Home Loan Mortgage Corporation. Cleare earned her MBA with a concentration in finance from Georgia State University and a bachelor’s degree in business administration – economics from Kennesaw State University.
