Richmond Fed Announces Officer Appointments

Shelly Shingadia has been appointed vice president and information technology procurement executive of the National Procurement Office. The appointment was effective January 25.

Shingadia joins the Fed from Amazon, where she was head of data center services procurement categories for the Americas. Previously, she was chief procurement officer at Sutherland Global Services.

Shingadia earned a bachelor’s degree in finance from George Mason University.

Donna Murphy has been appointed assistant vice president of Research Administration and Support, effective March 1.

Murphy joined the Richmond Fed in 2008 as a corporate planning analyst and has had leadership roles in strategic planning efforts, workforce planning, risk management and process improvement initiatives. She was promoted to senior professional in 2020.

Murphy previously worked for Wachovia Bank, managing a financial center and leading initiatives related to mergers and acquisitions. She earned a bachelor’s degree in business administration from Virginia Commonwealth University.

As part of our nation’s central bank, the Richmond Fed is one of 12 regional Reserve Banks working together with the Board of Governors to support a healthy economy and deliver on our mission to foster economic stability and strength. We connect with community and business leaders across the Fifth Federal Reserve District — including the Carolinas, District of Columbia, Maryland, Virginia, and most of West Virginia — to monitor economic conditions, address issues facing our communities, and share this information with monetary and financial policymakers. We also work with banks to ensure they are operating safely and soundly, supply financial institutions with currency that’s fit for distribution, and provide a safe and efficient way to transfer funds through our nation’s payments system.
