Management Team

The Management Committee, led by the president and first vice president and including senior executives from all our business areas across the Fifth District, establish and guide implementation of the operational and strategic goals of the Richmond Federal Reserve.

Kartik Athreya

Kartik Athreya is executive vice president and director of research. He leads economic research efforts at the Richmond Fed and advises the Bank’s president on matters related to monetary policy, banking and financial markets.

David E. Beck 

Dave Beck is senior vice president and Baltimore regional executive. He has responsibility for the Federal Reserve Bank of Richmond’s Cash Services and Payments Outreach areas, regional outreach and the Baltimore branch Board of Directors, and he administers the Bank’s advisory councils related to the payments system. Beck also leads the Fifth District's Facilities Management and Law Enforcement functions.

Goutam Gandhi

Goutam Gandhi is senior vice president and chief information officer, with responsibility for Fifth District information technology and information security.

Michelle H. Gluck

Michelle Gluck is executive vice president, general counsel and chief risk officer, with responsibility for the Federal Reserve Bank of Richmond's Corporate Secretary’s office and the Legal, Corporate Communications and Government Affairs, Corporate Planning, Business and Customer Services, and System and Agency Services departments.

Matthew A. Martin

Matt Martin is senior vice president and Charlotte regional executive. He leads the Fifth District’s outreach and community development efforts, as well as the Statistics and Reserve Accounts functions. He also is responsible for the Charlotte branch Board of Directors.

William Riley

William Riley is senior vice president and chief technology officer with the Currency Technology Office and Cash Product Office. He leads operations and the Next Generation currency processing program for the CTO, which supports the cash processing operations of the Reserve Banks, in collaboration with the Board of Governors, U.S. Bureau of Engraving and Printing and the U.S. Secret Service.

Michael Stough

Michael Stough is senior vice president and general auditor. He leads the Bank’s internal audit efforts to improve operational integrity, efficiency and effectiveness.

Lisa White

Lisa White is the Federal Reserve Bank of Richmond’s executive vice president for Supervision, Regulation and Credit. She and her team are responsible for assessing the risks in the District’s supervised financial institutions and responding to regulatory and compliance issues for both the Fifth District and the Federal Reserve System.
